Steam-powered woollen mill built in early 1790s by Lord Dartmouth to provide public scribbling and fulling services. Three-storeyed seven-bay mill powered by engine in attached corner engine house. Engine house contained only cylinder of engine, leaving crank and flywheel exposed on gable wall. Later extensions and addition of dyehouse. Original engine replaced mid 19th century by enclosed beam engine in new engine house.
